I guess I misunderstood, but my impression was that PayPal does not
want to allow donations to unregistered non-profit orgs.

I do recall recently reading about an organisation that is a
registered non-profit offering itself as an umbrella organization to
open source projects that are not registered, but would otherwise
qualify. Unfortunately, I do not remember the name and was not able to
find it with only a few miuntes searching.
