Please open the check-for-modifications dialog, check all the checkboxes.
Then right-click on the header and make sure the "status", "text status"
and "property status" columns are shown.
Now select the root folder and the ignored folder and hit Ctrl-C to copy
the rows to the clipboard.
I need to know the exact status of those items.

You see, the TSVN working copy has ignored folders that are present
below the wc root as well and I've never seen this issue.
