TSVN 1.7: Commit "OK" button incorrectly disabled

From: Dave Huang <khym_at_azeotrope.org>

I have tsvn:logminsize set on the folders in my repo. If I enter a log
message of sufficient length and attempt to commit, but the commit fails
due to my WC being out of date, TSVN asks if I want to update and
re-open the commit dialog to try again. I let it update, and it re-opens
the commit dialog with my log message preserved. However, the OK button
is disabled. I have to make some change to the log message (e.g., add a
char, then delete it) to enable the OK button.
