I have a URL in my pre-commit hook that is echoed to stdout. On Win7 x64
with build 21731, the URL is not transformed to a hyperlink in the Commit
dialog.

Ideally, this feature could also be made to work for the dialog that
displays following a Revision Property edit failure (i.e. exit 1 in the
pre-revprop-change hook):
