I'd consider downgrading a last resort, as you'd have to re-checkout
everything you have.
Try switching between the neon & serf libraries to see if one works
better than the other for you. See

and [global] section of %appdata%\subversion\servers (you can also get
here via TortoiseSVN -> Settings -> Network -> Edit button) . You'll
be modifying the http-library setting (and remember to remove the # at
the beginning of the line to uncomment it).
