The settings for TSVN are stored in the registry under
HKCU\Software\TortoiseSVN.
The proxy and other settings which affect all SVN clients are stored in
config files under %APPDATA%\Subversion.

You can add those to the msi if you like. But if you need help with
that, you should ask on some msi transform forum instead (or search the
web for "msi transform").
