Difference between small and full nightly (Win-x64)

I saw it posted elsewhere that the difference was only in the language packs, but the recent issues with the small versions failing to build left me no choice but to install the full version.
Upon doing so, the 32bit context menu items were no longer present and were not present in subsequent nightlies.
upon installing the most recent small version, the context menu's have returned.
I checked the change logs but didn't notice any reason for it to be missing from the full downloads, and i've noticed the small download is actually larger than full, so should i just assume the 32bit context menu's are only present in the small version of the win-x64 version of the nightly?
