The diff is done by the subversion library. By the time it is
displayed in TortoiseUDiff the diff has already been done and it is
too late to specify options. Using global options doesn't sound good
to me either as most people will just want the diff to tell it as it
is; if you get a global setting wrong by mistake, all your diffs after
that may not tell the whole truth as you expect, until you go back to
the settings and see why.

Since there is no popup _before_ fetching the diff, there is no good
way to set those options.

BTW why are you so interested in unified diffs and their options? What
is your use case?
