Regarding TortoiseSVN user access

Hi,

I had a doubt regarding the usage of TortoiseSVN.I have already installed
TortoiseSVN.I also created a repository in another machine.I have not used
Apache Server or svnserve.
I am connecting to my repository using file://.Can I implement user access
to folders if I connect via file://.

Or can I have user access only with a apache server or svnserve involved
in it?
