You are right.

When I uncomment two line line and change a command (diff-cmd diff3-cmd), then save, don't quit, go-on editing the command to execute. Finally decide that the problem is more complex (as I explain), then reset the line as comment "# ", save the file, save the project context, and quit.
I summarize as "I don't change anything to the file" except may be the format ( Generally I don't care to editing format, which normally save in the same coding parameters as the original file).
More I always keep a copy write protected of the original file.
It seems that it was absolutely necessary to write these explanations.

Generally after writing more than 1 000 000 lines myself and have to work as project manager of soft, I begin to know what I do.

Where was the problem :
- First a system problem which occurs at the same time (just before) and I could not end the job as I use to do,
- As usual I save the original version with a name with a sub extension *.orig sometimes with the date if the system can change the content.
- Generally I put the version of config into a subdir
(same or separate branch)
 
The problem was simply that TortoiseSVN seems don't like at all to have into the \Documents and Settings\user\Application Data\Subversion folder several files which begins with "config" the test versions were named config2 config3...

Generally as I put the version of config into a subdir (test or versions...) no error can be done.
I have done this to put everything clear, and after a doubt came in my mind, so I launch again SVNUpdate... everything as gone OK half an hour ago.

Note:
I had difficulties to find where the config files were installed. Nothing seems to be said into documentation about the files organization and names.
