Win7 professional 64 bit + Visual Studio 2008 + Tortoise 64 bit = Mixed errors and workround

VS2008 creates its own user folder 'Visual Studio 2008' under .\user\My
Documents
When using these Tortoise SVN created many of the errors reported
elsewhere.
Problems went away when I used my own folders outside ..user\My
Documents\Visual studio 2008 for my projects.
Win7 and VS2008 have some control over their folders and Tortoise/SVN
failed (for me).
Everyone permission and turning off UAC did not work.
