Potential bug with TSV 1.7 nightly builds and serf lib

Commenting out "http-library = neon" so it should use serf 0.7.1:

Notice the huge speed drop and the increase in the size of the
downloaded files. Note that both tests were done with the exact same
conditions, that is no other application using any of my bandwidth.

I'm aware that there was a memory leak in the serf lib and after
Stefan's suggestion I use neon lib. I noticed that in r20768 the serf
lib was updated to 0.7.1 so I thought I'd give it another go with the
default lib that TSVN 1.7 ships with. I got the above results.
