pre-revprop-change hook

Hi! I just wasted about an hour or so trying to figure out how to modify the pre-revprop-change.tmpl to allow log msg editing--platform: XP Pro Ver. 2002 SP3 (don't laugh, I work for the State), TortoiseSVN version 1.6.12 Build 20536, Suversion 1.6.15--anyone have a working batch file for this they'd be willing to share (or know where I can grab one)? Thanks!
