Right-click TortoiseProc.exe, choose Properties, then Compatibility
and then turn on "Run this program as an administrator" and click OK.

Does that get what you want?

(I wouldn't call that properly supporting UAC, since it'll trigger a
UAC prompt even when elevation isn't required at all, but it sounds
like what you're after.)
