Problems in using Tortoise

Hi

I am getting the following error message which I cannot find in the FAQ's.
SVN has been installed on a server and I have installed Tortoise in my
laptop (PC). I have then created a local directory and right-clicked on it
and selected 'Create repository here'. Then I have created two sub folders,
then returned to the root directory I had created and selected 'Impost' from
the Tortoise menu. This is the error message that I get:

Command: Import C:\Users\Matty\Documents\Matty\Work\ELIG\SVNRepository\EU
Projects to https://svn.elig.org/documents/elig-secretariat

Error: Can't open file
'/subversion/documents/elig-secretariat/db/txn-current-lock':

Error: Permission denied

Finished!:

Any clues?
