you must not configure your own svn tunnel. svn is already hard coded
because that's the protocol svnserve uses.
The comments in the config file are very good. Just read them.

No. That file is read every time you execute a TSVN command. If your
changes don't have any effect, you haven't done the right edits to that
file.
