I'm pretty sure this isn't TortoiseSVN-related - the one sure-fire way
to trigger this that I know of consists of having the desktop shown as a
toolbar (docked or floating; right-click the taskbar then choose
"Toolbars > Desktop") and re-arranging the icons in said toolbar.

As soon as you drop an icon to change it's order all open Explorer
windows will freak out the way your screenshot shows. And that's also
happening on a machine where TSVN isn't even installed...
