It's not the fault of the organizers of this project if you can't take
30 seconds to look for information regarding your upgrade. If "time is
very tight" you likely don't have the time it takes for a reinstall &
reboot anyway. Personally I always review release notes for any
software I update, if for no reason other than to decide whether I
even need to take the time to upgrade. 30 seconds reading release
notes is a lot better than the 15 minutes it takes me to reboot &
resume work.

It's right under the links for the downloads of the current release.
How much more visible, without becoming a distraction, should it be?
