Do you have TortoiseSVN x64 installed? It's not on your list, only
32-bit. On a 64-bit system, you need to install both versions to have
it available in both 64-bit and 32-bit applications.

TSVN is developed by an entirely different group of people from TCVS.
Same with TortoiseGit and TortoiseHg.
