SSL handshake failed

I started having a problem with Tortoise recently where any commands I
try with my SVN server (64-bit Linux running SVN 1.6.13 over Apache
2.2.16 with OpenSSL 1.0.0a) I get the error message:

OPTIONS of 'https://consus2/svn/repos/eporg/trunk': SSL handshake
failed: SSL error code -1/1/336032856 (https://consus2)

I can access the repository through Firefox without any problems and I
can access it using the Subversion command line binaries on my Linux
laptop without issues.

I was using Tortoise 1.6.6 and then I tried upgrading to 1.6.11 and
both of them had this issue. I am using the 64-bit client on Windows 7
64-bit. I tried searching the Internet and I found a few reports of
other people having this error message but no one had a solution. I
checked the Apache access and error logs and I didn’t see anything in
them worth posting.

If anyone has any ideas on how to fix this or if there is any
additional information I can provide, please let me know.
