Right... because you are not supposed to put data files there. It's protected for a reason. What is the use case for putting a working copy in program files?

I see no real reason to do this. If you MUST HAVE (is there really a compelling reason?) a working copy there do a checkout to your home folder, then move the folder. Or run a cmd window as admin and use the svn client.
