Please create the DWORD registry value
HKCU\Software\TortoiseSVN\CacheTrayIcon
and set the value to 1.
Then kill the TSVNCache.exe process.

After that, the cache process is restarted and it will add an icon to
the system tray. A doubleclick on that icon will bring up a debug window
showing all paths the cache is crawling.

The paths might indicate which path (folder) causes the problem for the
cache.
