right-click on the parent folder, choose "TortoiseSVN->update to revision"

Then select "Only this item" as the depth, check the "make depth sticky"
(only available in nightly builds from trunk as far as I know).

After that, all the items in that folder will get removed. To get other
files back, do the same as you did to get that specific file.
