Arrrggghhh!!!!!! (slams head onto the table)

I was so focused on enabling the languages via languages\languages.txt
that I forgot to list the languages in doc\doc.build.include...

languages.txt contains all the information to build the docs, but the
doc build process doesn't make use of it, because it is meant to be self
contained.

fixed in r19371 and r19372.
