1.6.7 -> 1.6.8 upgrade: no icon overlays without an immediate repair install

Hello,

After upgrading from 1.6.7 to 1.6.8, I found that icon overlays were no
longer present after installation and rebooting.
Playing with the configuration didn't seem to allow restoring them.

Rebooting a second time doesn't make them reappearing either.

After some searches, I found that doing an immediate repair install (1.6.8
over 1.6.8) allow restoring them.

I reproduced this behaviour on 4 different installations :
I Intially upgraded on a Windows Vista Ultimate (64 bit) system, but as
having several computers with multiboot on each (and Tortoise SVN 1.6.7 on
each, also), I have been able to check that the same thing happened also on
a Window 7 Ultimate (64 bit) install, and on 2 different Windows XP Pro SP3
(32 bit) installs : each time, I had to do a repair install in order to get
the icon overlays displaying again.

In case it would matter, I use to always apply the French Language pack
immediately after upgrading, and before the first reboot.
But on my fourth try, I avoided doing it (delaying upgrading the language
pack to another reboot) and the result was the same.
