No icon for unversioned files

The icon for unversioned and ignored files no longer shows up on one
of my computers, I just get the standard Windows folder/file icon.

The Icon Overlay settings are identical on both computers:
Status Cache: Default
O Show overlays and context menu only in explorer
X Show overlay for ignored items
X show overlay for unversioned items
X Unversioned files mark parent folder as modified
X Fixed drives
O Show excluded folders as normal

I have tried another icon set (CVSClassic) but it does not help.

I have TortoiseSVN 1.6.7 build 18415 running on Vista on both
computers.
The one that works is on Vista64, the one that does not is on Vista32.

Is there another option that I missed?
Anything else I should check and report?
If not, I will uninstall and reinstall Tortoise and tell you if it
fixed the issue.
