Delay (of 25 sec) while committing

I'm using Tortoise 1.6.7 on Win7 32 bit and VisualSVN Server.
When I "SVN Commit" my changed projects, there is always an 25 sec.
delay before the commit process starts. During this time cpu (at least
one core) is busy at 100%.
Trying to cancel the commit will also hang 25 secs before returning.
Therefore an "SVN Update" on any folders has no delay at all!

Does anybody know about this phenomenon?
