When the dialog start, the radio button is set to HEAD. A separate
thread is then started which scans the working copy for the wc revision
(that can take a while though). While that thread is running, the radio
button stays on HEAD.
When the thread finishes, the radio button changes to "WC" and the found
working copy revision - but only if you haven't clicked on any of the
radio buttons yet. If you touched the radio buttons, the finished thread
won't change your setting.

So, your other project might just be big enough for you to notice the
first 'HEAD' choice since the thread scanning your wc takes longer than
your other projects. But if you wait, it will change to "WC" (as
mentioned: only if you don't click on one of the radio buttons while
waiting).
