Ok, removing the spaces didn't resolve the problem. It seemed to help for a week or two, but the resource issues crept back.

So I added 2 of my SVN repositories to the include path, and the rest to the exclude path list. I restarted TSVNCache.exe afterwards.

Just now, TSVNCache.exe was up to 58% CPU usage before I killed it because it locked my PC up.

Do I need to restart any other applications? I don't know Tortoise that well so I don't know what does what exactly.

I'm happy to provide any additional debug info I can to help troubleshoot this issue - I just don't know where to start. It's almost at the point where I'm going to have to start shutting off tortoise when I'm not explicitly using SVN so that I can use my PC normally.
