Commit claims not a WC

TSVN 1.6.7 on WinXP Pro SP3

I have a folder C:\work. In there I checked out a few folders froma https svn server.
All of the are in the same folder on the server:
.../trunk/folder1
.../trunk/folder2
.../trunk/folder3
etc

In explorer I opened C:work , there I selected all folders, right clicked and selected
"SVN Commit...". The Commit dialog shows, correctly listing local changes.
I have 3 of them, I deselect one and try to commit the other 2 by clicking the OK
button.

The result:
Error 'F:\work' is not a working copy
