SVN shows a file, but local repository after UPDATE still doesn't

My SVN shows the existence of a file. But after I do an UPDATE and
everything locally is all "green" -- I still don't see that file
locally.

I discovered this because I'm doing a manual check and want to make
sure I can trust that when SVN is "green" it basically will be a
representation of what is in my remote SVN file.
