  Ah, so you can. I almost always switch apps with Alt-Tab,
and didn't expect that that alone would be blocked. Still,
I wonder why one would want "always on top"? Unless there
is some benefit from it (which I am very curious to hear..)
it seemed like something that could be changed very easily.

[ Using Tortoise, perhaps w/ multiple dialogs open. Need
help. Click on help. Must use mouse to switch back and
forth (I know, Waaaa.. :). Also note: when I Alt-tab,
the help window shows up as a turtle icon, so it's not
obvious which I want to switch to. Close dialog because
I'm done with it. Oops, where did help go? Lost my place
and my browse history. ]
  I'm using XP; perhaps it's not a problem in win7.
