Are you sure, that you have *checked out from your repository* before?

(A working copy isn't the same as a couple of files or directories.
If it is a working copy, then should be hidden dirs named ".svn" in each
folder. If not, check out first in a different directory, move your
files there and use Context menu: TortoiseSVN > Add...)
