What version did you upgrade from? Some people have had issues with
upgrading from 1.5 and a solution is:
uninstall
reboot
install
reboot

Painful, but worth a try.

Also, do you have enough overlay handlers available? Some other
programs can grab the handlers first and if TSVN is only left with one
then it will show only a green check.
