DotNet and Tortoise SVN ?

Hi !
I am using Tortoise SVN on my project and would like to know if i can control it by dotnet ?

I have a tool with a commit button in the user interface, when clicking on it, it commit a specific file.
I would like to activate this button only if there are changes to the file. if the file is already committed no need to recommit it ;)

Is it possible to test if there are changes on the file ? with dotnet this would be nice so i can get the value back to know if it's modified (red icon) >> true. or if its not modified (green icon) >> false.
