Bug when setting needs:lock property

Hello!

When I added a new folder to my local directory and then to the SVN
repository, and then added locally the svn:needs-lock property recursively,
TortoiseSVN added the property to the files on the online repository, but it
*didn't set the read-only property to my local files.* Although, when I
manually delete the local files and Update my local folder, the files
downloaded from the online repository do come with read-only set properly.
