Large files don't always upload on Windows 7

A few people here have been having an issue with TortoiseSVN 1.6.6 since migrating to Windows 7. Sometimes when adding/committing large files (usually files such as .psd, .ai, .flv, .f4v) the upload will seem to time out. The progress bar will stop, the speed changes to 0Kb/s, and the cancel button doesn't stop the upload. The only workaround for now that I've found is by right-click and dragging the new files and on release selecting "SVN copy and add files to this WC." I thought maybe at first it was somehow related to the antivirus, but even with it disabled I still had the issue.
