Do you use the Apache to access the repository?
I have seen this behaviour - it keeps asking for credentials, they are accepted,
but it asks several times again and again until I save them.

I suspect it has something to do with URLs of directories without trailing slash
being pedantically redirected by Apache, and TortoiseSVN using paths without
trailing slashes stubbornly (its WRONG! No trailing slash breaks relative references)
