You cannot have a repository on 2 servers. If you have people
committing to 2 different repos with the same UUID, then you have a
lot of manual work to do to sort it out. Basically taking the 2
repositories offline, doing a dump of both and manually recombining
them then reload into a new repository (with the same UUID). Then just
put that one repository back online.

But as I said before, this is a server problem and has nothing to do
with the TortoiseSVN client.
