svn config uner svn control

Hi,

I have 5 computers (not on a lan) where I use subversion. To use the
same subversion configuration, I put 'config' file in subversion.
However I have a problem on Windows computers using TortoiseSvn only.
After an update, the file is systematically replaced with a default
config file. This does not happen on windows PC using rapidsvn or the
command line.

Is there a mean to prevent this behavior using TortoiseSVn?
