"Only numbers are allowed!" with issue tracker integration bugtraq:number = false

From: stijn <stijn.verstraeten_at_med.kuleuven.be>

Reproduce:
1. Install issue tracker integration (I'm using a custom version of
JiraSvn, but it does not check bugtraq:number in any way so I'm pretty
sure the message comes from TortoiseSVN itself, as it's also the same
message you get when bugtraq:number = true)
2. Start commit dialog
3. Select revision in issue tracker, in my case something something like
"#TNSLV-22"
4. Hit commit

TortoiseSVN tells me "Only numbers (optionally seperated by commas) are
allowed!" with the tooltip arrow pointed to the issue tracker integration
button.

Now if I copy the entire message, close the commit dialog, open it again
then paste the message, I do NOT get the error and the commit succeeds!
Here's a typical message (yes that's two lines, but it also happens with 1
line):
- fixed problem with my dinner
- see #TNSLV-22

Note that the last line is inserted by JiraSVN like that, the fisrt line I
added myself

Funny thing is, in Version 1.6.2 a similar problem was fixed said to be
fixed:
"Using a commit message from the history could result in an error about
"only numbers are allowed" when trying to commit. (Stefan)"
