I'd like to add support for steve's point 3, I would also find this incredibly useful. We use a number of externs to projects that are also constantly changing (such as our common libraries), so an easy way of locking to whichever extern revisions are in use when a commit occurs would really help.
In particular A "Lock externs to in use revisions" section in the commit dialog would be great, with checkboxes for all detected revisions.
First prize would be if the already detected and displayed extern changes could be committed first, retrieving their updated revision value and applying that.
