SVN+SSH: Connection closed unexpectedly -- Redux

I have installed Tortoise (1.6.x) on five XP (SP2) computers. On four it works fine, on the fifth, I get:
Error Network connection closed unexpectedly
upon any svn+ssh command. This is with using a Putty session or typing the full path into Tortoise.
I tried the solution presented here:
http://tortoisesvn.tigris.org/faq.html#sshclosed, to no avail. To posts here
http://tortoisesvn.tigris.org/ds/viewMessage.do?dsForumId=4061&dsMessageId=2403036 and http://tortoisesvn.tigris.org/ds/viewMessage.do?dsForumId=4061&dsMessageId=983355 allude to problems in the .bashrc file. Since there is no .bashrc file under Windows and using Tortoise with the same account on the other PCs works fine, I do not see how this could be the case.

Any further ideas?
