Could it be possible to implement support for branching without checking
out a working copy first, e.g. from the repository browser?

 

Currently, it seems like one have to check out trunk first, before
creating a branch. This can appear a bit unintuitive for new user. It
can also be slow when working on large repositories, and you only plan
to check out a sparse view from the branch. I'm perfectly aware that it
is simple to create a branch this way with the "svn copy" command, but
the ability to to the same from TortoiseSVN would make the operation
simpler and more intuitive.

It's already there. Just right-drag the source folder within the
repo-browser, drop it where you want it, and then select the option to
copy and rename. Rename it per your branch name, put in your commit log
message, and you're done.
