Log cache

When Tortoise versions 1.5.3, as well as 1.5.9, were installed on an XP laptop, no log cache entries appeared in Settings Log Cache (as they do for other co-workers' installs). The url / size cannot be entered in Settings for the log cache, as no input is accepted. How can the names of the log cache be entered?
