Changelist feature requests

FYI I'm using 1.6.5.
I'm sorry if this has been posted before but I've just encountered some issues using changelists that if corrected would make this feature more useful.
I'm adding new files to my repository but in the Commit dialog I can only add existing changed files to a changelist. non-versioned files cannot be added to the changelist.
Assuming that was corrected it would be very useful to commit a changelist with the name of the changelist as the comment. I can't even cut-copy-paste the changelist name :(
