Did/does 1.6.4 work? And, are you sure you downloaded and installed the
64-bit installer? On a 64-bit system, both 32 and 64 -bit can be
installed - but will only be seen in their respective environments.

On Win7 x64, some of us have found that 1.6.4 overlays [mostly] work,
but with 1.6.5, not so much.
