I partially see this behaviour too, add two new folders f1, f2 to a
working copy. Ignore them both, they get the ignored overlay. Unignore
f1 (by editing the svn:ignore property on the parent folder). f1 shows
as an unversioned file in the commit window, (f2 is ignored) but retains
the ignored overlay icon. Until a cleanup command is run, at which point
f1 regains the question mark overlay.
