There is no problem: that action is simply 'moving (a part of) my
working copy elsewhere'. Which is a perfectly legal action.

What you need to use is either:
- SVN Move or SVN Move and Rename: if the location/name changes and
the original is no longer needed
- SVN Copy or SVN Copy and Rename: if you want a versioned copy of the file(s)
- SVN Export: if you want an unversioned copy of the file(s)
