This would be something you'd need to request on the Subversion (and not
the TortoiseSVN) lists, but since this comes up regularly and hasn't
been added in years (since it's rather non-trivial) I wouldn't hold my
breath...

And even then - just like dumping, filtering and loading a repositry
(which already allows you more or less do this) it's something that
needs to be done on the server side using svnadmin et al and not through
a client application like TSVN.
